Born in Philadelphia, he studied at the Pennsylvania Academy of the Fine Arts and the Pennsylvania School of Industrial Art before establishing an international reputation that took him throughout Europe. Although he spent much of his career abroad, Pennell returned permanently to the United States in 1917 after earning widespread acclaim on both sides of the Atlantic.

A close friend and admirer of James McNeill Whistler, whose biography he co-authored with his wife Elizabeth Robins Pennell, Pennell absorbed many of Whistler's artistic principles while developing a distinctive style of his own. His masterful prints captured an extraordinary range of subjects, from historic monuments and bustling cityscapes to industrial scenes and the construction of the Panama Canal. An accomplished experimental printmaker, Pennell frequently printed his own etchings and lithographs, continually refining his techniques and pushing the artistic possibilities of the medium.

Today, Pennell's works are highly prized for their exceptional draftsmanship, technical brilliance, and imaginative treatment of both architectural and industrial subjects. Their combination of artistic sophistication and historical significance has made them enduring favorites among collectors of American prints and works on paper.
